Would prefer a shoulder period to avoid the crowding of the bay – as I have seen photos with the Bay choked with overnight ships.
But would really enjoy sunny weather with minimal overcast/drizzle days..

The November answer cracks me up because that is usually the middle of the rainy season and typhoon season. Summer extends from the end of march to early october. April is a slow tourist month and would be a good time to miss the crowds and still have good weather.
